Observed behavior:
The Spearhead Comms Menu options are currently available by opening the Comms Menu and navigating to F10 "Other", where all of the Spearhead root menu options are located.

Desired behavior:
As a mission creator I would like to have the option to either use the already-existing Spearhead comms menu structure or to have the Spearhead comms menu options packaged into a "Spearhead" folder within the F10 menu. The latter option would allow for better synergy with other mods that use the Comms Menu -> F10.
